Is there a crew return vehicle still in the works? I heard talk a couple years ago of scaling the crew down from 7 to 6. What effect did this have? What is the contigency plan for evaculation once the station is fully staffed?

Does anybody have the launch window, nominal in-plane liftoff times for STS-114 for the range of days (May 15 thru June 3) that NASA is planning to launch? Unless the Space Station is going to be doing a lot of maneuvering between now and then these times are pretty much fixed.
