Apparently the government implemented the policy long ago,

(At least) two killed, and four critically injured, at Scaled
Composites.  Reports are that it was an exploding nitrogen tank (a
pressurization tank for the LOX, or did they get it wrong, and it was
an overpressurized LOX tank?).

This is kind of interesting. Gen. Chilton has some respectable space

okay..can someone please help me..i just got a laptop given to me..it
