If the declination of a given star is equilvalent to my latitude at what local time will the star be in the zenith; i.e. directly overhead on my latitude?

i am in sydney and it is friday night. i was checking out the sky and above the moon pretty close to it was a star, is that mars? or venus? because i thought that stars can't be seen that close to the moon. am i wrong or can u see stuff in the night sky close to the moon?

Is the following formula correct? Is it precise? To find the "local time" of a place (as opposed to its time according to Time Zone standards)add 4 minutes of time for each degree of longitude. Thanks in advance.
