Why launching JEM ahead of Kibo

Can anyone point out why JEM will be launched ahead of Kibo and had
therefore to be parked temporarily at Harmony.

That's not the JEM (aka Kibo), it's the Experiment Logistics Module -
Pressurised Section (ELM-PS), which gets put onto the JEM after it is
delivered and installed on 1J.  The ELM-Exposed Section becomes the back
porch of the Kibo.
