According to the following memo, Lockheed will build only
16 more external tanks to add to two that have already been
completed and not flown.

This cements as near-certainty that no more than 18 more
shuttle launches will take place at most.

By my count that makes the final flight STS 132.

No, there are a total of 18 "sixth-buy" tanks. That doesn't include tanks
NASA still has from previous buys.
