excellent state of health" Cassini has instead suffered several
serious navigational malfunctions during the course of the voyage

Wouldn't a truly Dalekian outburst been more along the lines of

His girlfriend puts a Dr. in front of her name and dispenses advice on
holistic medicine for a fee.  No Dr degree was ever awarded.  They make a
good, if frightening, couple.
