I wonder how soon the Iranians will be able to start fielding ICBM's?

Not in the near future. Trying to hit a continent is different from hitting
a city. Besides they don't have nuclear weapons so an ICBM isn't of much
use. Aside from that, the payload of their 'ICBM'  is way too small to carry
any primitive nuclear device they might be conjuring up.
