COTS... a Progress but not a Soyuz?

COTS seems to be moving toward a unmanned space cargo delivery system only:

It's going to be hard to compel NASA upper management to spend money on what
amounts to competition for Ares I/Orion.

Only for LEO.  Orion is supposed to be a lunar vehicle.

True, COTS D is only intended to deliver crew members to ISS.

http://www.nasa.gov/pdf/166914main_FS_Orion508c.pdf

According to the above, Orion is being designed to carry six crew members to
ISS.  This PR document also insists that Orion will be able to stay docked
at ISS for up to six months and that Orion will have the ability to carry
cargo to ISS on unpiloted missions (which would also compete with COTS C).
