Missile plume

I'm searching for a technical report written by Levin and Deresh about
40 years ago, the following:

Deresh, D.A., and Paul Levine, "Effect of Collisions on
Skin Echo Enhancement below 90 km," Launch Phase Phenomenology
Studies, Final Report, Part 1, report prepared under Contract
DAAH01-68-C-1911, Astrophysics Research Corporation, Los Angeles, CA,
20 March, 1969.

I've tried on the net and especially on the most relevant Journal that
deal with that subject, but I didn't find anything.
I've also searched for similar article written by that authors, but It
was flop too.
Furthermore, the authors shold be retired (at least) so it is
practically impossible to keep in touch with them.
Even the Astrophysics Research Corporation in a non-existing
istitution....

I would appreciate any kind of help.

Since it is a report to and paid for by the US
government, it seems, the report you seek quite
possibly still exists as a microfiche document,
purchasable for a pittance from the National
Technical Information Service, but getting your
hands on it will still be a big bunch of No Fun.

Possibly a research librarian local to you would be
willing to help you thread the way from that
starting point to the document you require.  Back in
the day, I used to order documents from the
precursor of that site about as fast as I could read
them, but then, I _worked_ for the Department of
Commerce at the time, so I wasn't out of pocket the
three or four dollars a typical document cost in
1976, my employer absorbed that cost.
