In this situation, Bush would privately ask Cheney to step down. Cheney would then send Bush a public letter of resignation. Bush would then be free to appoint a replacement. There are many viable possibilities if it comes to such a thing. Rice would be a good choice, but she's just getting into the Secretary of State routine, so it might be best to leave her be.
