In the western horizon around 8pm Arizona time, I thought I saw rings
around a planet with my naked eye. Was this Saturn or Jupiter with
an optical illusion?

It certainly wasn't Saturn, which set at 56:20 p.m. Arizona time (well
before the sun). Jupiter was very low in the west at 8:00 p.m. and set
at 9:30 p.m. In any event it is not possible to the rings of Saturn
naked eye. If it was low in the sky it was most likely Jupiter with an
optical illusion, perhaps ice crystals in the upper atmosphere, which
also make rings around the moon and the sun.

then it could not have been saturn: you can't see its rings with naked eyes. It probalby was an
optical illusion.
